In Reservations > Venues, you click New Venue and fill in Description (name, description, community, target audience, and an image), Time Settings (duration and when residents can book), Authorization (such as terms and conditions and whether approval is required), and Payments via Stripe (choose a payment account, set the amount, and optionally hold a bond). After pressing Save Venue, it appears under Venues. It also notes that venues in the same time zone can have booking conflicts, such as a booking by one ResVue community preventing others in that time zone from booking at the same time.
