I use a comparative lens across throughput and capital access, legal architecture, IMO decarbonization, and shore power, plus governance architecture, green finance eligibility, technology governance, alliance architecture, and upstream coordination. Long Beach faces a shift as the federal Port Infrastructure Development Program dropped from $450 million to $75 million in FY26. I created a Corridor Investment Readiness Index and identified $47 billion in foregone institutional capital over a 10 year period.</description></oembed>
