Specifically, I found that even when a project is selected, I have to reselect it to make the submit button functional. To resolve this, I suggest selecting a different project first, then going back to the original one and reselecting it before clicking submit. This seems to be related to focus and rendering problems. Please keep this in mind when using the form.
