To create one, go to Settings, Communities, and press New Community, then enter details, upload an image, set the address and time zone, and optionally assign admins and the primary community manager. The key limitation is that manually created communities can never be linked to API integrations, so if a community will appear via API later, you should not manually create it to avoid ending up with two separate, unchangeable communities.
