Starting in UAT and production, if a learner has the on-the-job training Notify Observers permission, Launch becomes the primary action and NotifyObserver becomes secondary, and clicking Launch records a Started by entry and a transcript start date in Reporting 2.0. The Started by entry appears only when the learner clicks Launch before the observer completes the OJT. Learners without the NotifyObservers permission will continue to see Launch as primary, and no changes occur when no material source file or URL is included.
