It starts by creating a referral template under forms and templates, using roles-based visibility and adding question fields such as yes/no, drop-downs, and free text, with conditional logic to show additional fields when answers require it. Next, users convert the template into an encounter by creating a note template and encounter template, where only the first default note is visible to the referral submitter and additional notes can serve as follow-up steps. Finally, the user sets up referral configuration in settings by adding the referral, assigning the receiving role and encounter template, then publishes so teachers or staff can create referrals, accept them to open encounters, and control visibility via the settings tab.
