The create permit form now uses a five step end-to-end process that incorporates limit configuration and sample report configuration, previously done in separate workflows. Step 2 lets you add limits by creating new limits or selecting from available eligible limits, then move to sample report configurations the same way, including scheduling via a modal with due dates and optional repeating. You can also add a new sample report configuration through a multi-part modal, then complete the permit fields and tables in step 4 with changes to visibility behavior. Step 5 remains preview and signature with options to save and exit, delete drafts, view the PDF, sign, and activate.
